Installing DE version of Windows 11 ARM on US system

    Because of Windows arcane handling of Primary vs Display language I need to install a native German DE version of Windows 11 ARM as a VM. Adding DE Display pack does not translate to all apps and system components.
    How do I do that using the download mechanism?
