Is there a difference in NIC (10G) performance between Windows Server 2016 and Windows 10?

Hi,

Windows server 2016 and Windows 10 have exactly the same specifications, driver settings and so on. I only installed different OS.
Network NIC (10G) performance difference.

Windows Server 2016 has 10Gb of performance, but Windows 10 has about 8Gb of performance and not more performance (about 80% performance compared to Server).
Can the performance of the NIC 10G be different due to differences in OS?
