Looking to upgrade to the M3, will the M3 Pro be good for development or go for the M3 Max

I use my mac for mostly visual studio in windows on arm 11, looking to upgrade, will the M3 pro be sufficient with the number of cores it has for development or will i see a big difference with the M3Max with more cores, I will max out memory on either.
