Lower data usage - throttle data usage by apps (eg while roaming or tethered)

Please can you add a toolbox feature to reduce and control data usage - especially while tethered or roaming.
This could be implemented as:

1. General bandwidth control for each application running

2. No bandwidth control but with data usage per app - say a maximum of 5MB and then confirmation via a dialog box is required for each application running

 

Option to turnoff all system and app updates .
Apps that request access to internet, you allow once this session or always or deny this session deny always. Ability to change app access in settings screen.
