Tested on macOS Ventura 13.4.1 on M1 Mac mini with both macOS 12 and 13 as guest os running in a vm.
Did you try to update your macOS guest VM to the latest version?
Kindly provide us with the below information to further investigate this issue:
1. The model of the mouse that you are using.
2. How the mouse is connected to your Mac mini (directly or through a docking station)?
3. Collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and provide us with the report's 9-digit ID in reply to this post.

I retested with macOS Ventura 13.5 as both the host and the guest and the crash still happens.
I retested using Parallels Desktop 19 with macOS Ventura 13.5.1 as both the host and the guest and the crash still happens.
I'm having the same issue on a MacBook Pro M1 Pro running Ventura 13.5.1 for both the host and guest. Issue does not occur with Apple wireless trackpad or Apple Mouse over bluetooth (old model unsure of specific version)

This crash also happens in other apps that use the virtualization framework, like UTM.
