macOS location services

Trying to debug a Mac App that requires location services. I have a fresh 11.3.1 Big Sur VM, and have tried enabling wifi as I've seen suggested in other threads but the App still receives an "operation cannot be completed error". The Maps App cannot show my location either, saying:

"This Mac cannot determine your current location because it does not have wi-fi."

Can anyone tell the the currently recommended method to enable wi-fi an a Parallels macOS VM so that location services will work ?

I'n not sure how to interpret this article: it describes a Windows VM, I have a macOS VM. I've also set the network source as wifi, but that changes nothing.
