Missing programs after reinstalling Windows XP

I am getting message "Windows could not start because the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM"

I've reinstalled Windows XP but now all of my programs are missing. How do I find them or move them into the new Windows VM?
