Mouse Pointer Mode and Clicking Icons on macOS Dock in 10.14

I am using Mojave 10.14 with the latest version of the iOS iPad Parallels Access app and I can't click on icons in the macOS dock while in my preferred mouse pointer mode. The pointer will only go to the very bottom of the screen just above the dock. It won't go low enough on screen to access program icons on the dock. Is there some configuration I need to change either on my computer or in Parallels Access?
