Network activity drastically slows while VM in background

I have a network-intensive process running inside my Windows VM, but anytime I click outside the VM to use native Mac applications, the network activity in the VM slows to a crawl. As soon as I click on anything in the VM, it picks right back up, and same thing happens in and out of Coherence mode. How do I maintain full resource utilization when the VM goes into the background? Appreciate any guidance and ideas.

Current config:
macOS Sonoma 14.4.1
Parallels 19.3.0 running Windows
CPU & Memory: Automatic (4 CPU, 8 GB RAM)
Optimization: No limit
Network: Default Adapter (need VM to have its own IP)
Network Conditioner: off
