No app works in paralles after upgrade

Hi everyone
I decided to use parallels again, so i had to do the upgrade so i could us it again. The upgrade worked and also parallels tools has been updated. But now i have the issue the i cannot open any app or open an internet browser. Is there some settings i need to change or are there some files missing ?

not yet, somehow i found out that i should reinstall windows, but can't do it from paralles due i cannot open internet,
tried the next thing: download windows on mac drive and open it in paralles but it wouldn't run the .exe. t
hen i tried to reset windows. first try was that all my files would be recoverd but then i needed a login of my user profile (password is not working, or i forget (yes i know stupid me))
then i tried the full reset but i got an error that it is not possible.

and if you say reset youre VM is that the same as reseting windows or reinstall windows ?
