No write permission when open a pvmp file on macOS11.4 with Parallels 16.5

Bit poster
1. Parallels installed with full disk access permission
2.File Permission of ~/Parallels/BigSur_11.3.1_base.pvmp is 755
3. when i open the pvmp of GUI Parallels alert no write permission issue
4. using 'prlctl register BigSur_11.3.1_base.pvmp' with the same error:
Register the VM...
Failed to register the VM: "BigSur_11.3.1_base" cannot be saved. You do not have the permission to write to the folder /Users/admin/Parallels/BigSur_11.3.1_base.pvmp.
5. the problem-report id is: 373221870
 
I have this trouble too, not in BigSur nor in Monterey...
I have got package from clean install Windows OS, but after I can't unpack it :))))))
