Not available to all users

Bit poster
I have an iMac running Snow Leopard and we have two user accounts. Parallels is running fine on one but is asking me to set up a second for the second user. How can I adjust it so that both users can have access? Or should I rerun the installation on the second user? Would that require two Windows licenses?
