Nothing installed on Win11 M1 Max

I recently installed the latest parallels version (parallels 17) with the win11 and after it finished, I can't even run command prompt since it doesn't exist when I try and search it in the search menu.

I've reinstalled everything like at least 10x and I have no idea what I'm doing wrong or if it's out of my control.
