Only have xp Upgrade and Win 98 Full - How do I Install?

I tried installing my Windows XP Upgrade and of course I'm being asked for a full version disk of any version of Windows. I eject the XP disk and put in the Win 98 disk. It asks me to hit enter to continue but nothing happens when I hit enter.

How do I install Windows when all I have is a full version of Win 98 and an XP upgrade?
 
This may be dumb, but on Macs, the ENTER key and the RETURN key don't always function the same. The RETURN key is part of the QWERTY keyboard, while the ENTER key is part of the number pad. This may sound dumb, but do you get anywhere by pressing RETURN versus ENTER?

Also, I've seen several threads on this subject. When you do a forums search what other suggestions/work-arounds do they suggest?
