Optimization needs the CPU and network speed resource split

If you move it down one it causes issues in Microsoft Store with apps taking 20 to 40+ minutes to download app updates (even if the app update is 5MB) & Microsoft Updates seem to get stuck at getting updates downloading 200KB/s every 20 seconds or so.

I am asking that Network speed be split into a separate slider in that same area.
 
One notch down from the no limit Microsoft Store updates can fail to download even a 200KB update takes 1hr+ to download & Microsoft Updates take 40+ minutes longer than they should

394139659 is a report id with the bug happening
