When running Windows 10 under Parallels version 12.1.3 (41532), the Parallels Tools display drivers (when set to DirectX 10 mode) are advertising DirectX 12 support (according to dxdiag), when they are actually only DirectX 10 capable . This appears to cause several applications to fail (i.e. blank output when drawing DirectX output). The easiest way to test this is with Xbox One Streaming from the Xbox application in Windows 10. When you connect to an Xbox One and "Start Streaming" you will not get any output when in Parallels DirectX 10 mode.
Unfortunately there is no good workaround because all other graphics modes in Parallels are unusably slow.
