Parallels 13 won't launch VMs

Running Parallels Version 13.3.2 (43368) in macOS High Sierra Version 10.13.6 . Parallels kicks off...but just sits with Black bar ("Parallels Desktop") and spinning wheel - forever.
Was running in this version of MacO , and haven't upgraded Parallels.
Toolbox is loaded - and showing in Menu Bar.
Any pointers ?
Should I re-install ?

ok - just noticed in "About Parallels" that is says "This copy of Parallels is not active". However, it won't let me press the Account Button to re-install my (permanent) Licence Activation code.

Hi, you can reinstall Parallels Desktop and activate it with this kb article https://kb.parallels.com/124225
If the issue reoocurs, please create screenshot of the error message and provide us with it
