I am having the bad and delayed scrolling problem
Windows 10 Parallels Pro 13 and Chrome > 60 on my latest Sierra OS update.
Edge and Firefox is really responsive.
I do not have these issues when using another browser such as Safari.
Hoping to hear if there are other solutions.

Hi @AlexS19 , please try to clear cache and cookies and check if that works. If that doesn't work, please try to uninstall and reinstall the chrome and check if that helps.
