Parallels RAS Licensing (1-2 User)

Hi all,
is there a way to use the RAS Server for 1-2 user to begin with. I'm running a non profit organization so i don't want to run 15 license at the beginning.
If yes how can i get proper licenses? All vendors i see is for at least 15 user.
