Parallels Toolbox Won't Activate On New M1 Mac

Parallels Toolbox won't activate on a new M1 MacBook.
I was able to install the M1 version of PD and re-activate it by choosing to have the installer deactivate the version on my old Intel MacBook Pro. However, this process does not work successfully for Toolbox. It gives an error message: "This license key is associated with another Parallels account. Please sign in using this account and try again". But I don't see any way to either sign in to Toolbox or deactivate the Toolbox on the Intel MacBook Pro.
