Parallels Tools won't stay installed

I am running Windows XP Home Edition in Parallels. When Windows starts, I get the message "Parallels Tools Not Installed" with instructions to click on the Virtual Machine menu and install it. I do this, and Parallels says it has to restart windows for the tools to take effect. Upon restart, the message that Parallels Tools is not installed appears again. I've gone though this loop a dozen times and still can't get Parallels Tools to work. What am I missing here?
