"Parallels Transporter Agent" Issue

Use the "Parallels Transporter Agent" to create a virtual machine from Windows 11 PC.
The created virtual machine will always restart on the blue screen and cannot be used.
I tried to create a virtual machine of VMware first and then convert it to Parallels Desktop。
The result is the same problem.
（PS: I find, the automatically created win11 virtual machine adds a TPM device, and remove it and still can't start.）
Is there any other way for me to migrate win11 PC system to virtual machine?
