Phantom app keeps running after Mac reboot

Although there might be another explanation, for this, I don't know enough about Parallels to know. I have a Windows executable set up as an app on a Mac desktop. It is a single-user database app that counts locked records in a database table to determine allowable users. When it is run, it now displays a message that is normally the result of another instance of the app running on the same computer, but the other instance cannot be "seen." When the Mac is rebooted, the problem persists. Is it possible that the Windows environment is going into some form of hibernation when the Mac is rebooted? That is the only explanation that might make sense. Thanks!
 
Hi @jcarls, please try changing VM settings as described below:
1. VM configuration ->Options -> Applications-> tick option "Pause Windows when no apps are open"
2. VM configuration ->Options -> Startup and Shutdown -> and switch Start automatically option to Never
 
Thanks! But just to be clear, these settings would:
1. When the Mac is rebooted, prevent Windows from being paused and then simply resuming?
2. Force all running Windows apps to close during a Mac reboot (or make sure that Windows is itself rebooted)?
This would be the desired behavior (from the standpoint of someone new to Parallels, anyway ;) ). My goal is to be confidant that any "stuck" Windows apps are completely gone.
