Preserve access time when copying to Windows 11

    Hi developers,
    if you run this command under macOS 11.6 you will see access time.

    stat -f "atimespec: %Sa%n" 123456.rtf
    atimespec: Sep 28 19:54:40 2021

    When I drag and drop this file to Windows 11 guest, Windows File Explorer under "Properties" shows a current time of access time and it was not preserved from the source.
