Problem loading Windows xp

I have a problem with the windows xp. I cannot load the parallel tools that it keeps telling me to load and tells me to put a cd in of the windows but I have it in. Tells me I have an error. It says it is either in safe mode or was not correctly installed.

From the Parallels Desktop menu at the top of the screen, choose Devices -> CD/DVD Rom -> Connect image and connect the prl-tools-win.iso image (by default, it is stored in the Macintosh HD -> Library -> Parallels -> Tools directory). Then, run the Setup executable from the connected virtual cd drive in the VM.
