Reduce license count during or before subscription renewal

Pretty self explanatory and quite surprised the expectation is to let the subscription expire and start a new one, which is a nightmare for large license'd deployments.

Request: Allow the ability to reduce or lower the number of licenses renewed at or before the subscription renewal date.
