Here is my problem
I cannot move the start bar by dragging it like I have in the past and it is at the top of the screen and I cannot move it to the bottom. Now before you say "Have you checked View-Customize and made sure relocate automatically is not checked, and that the ,top, right,and left config is greyed out..." Yes I have.
I have also booted into BootCamp natively and I cannot move the start bar?

After pulling my head out of my arse I was told to right click the task bar and deselect 'Lock the taskbar' and Voila!
