Running Parallels on a Windows 10 machine

Long of the short, I have a Surface Pro 4 (Windows 10). I wish to run another copy of Windows 10 in a VM and the company IT guys like Parallels due to their experience running it on Macs. Searching what VM programs run on Windows based devices gave me Parallels which I would really like to use, but I do not see that product anywhere.

So, is there a Windows version of Parallels and if so what is it called. Thanks
