Second Level Authentication - Exclude User missing?

Hi,

We're currently running RAS 16.2.3 and discovered that the option to exclude users from the Second Level Authentication has disappeared.

It's not a function we use often (with good reason), but it was handy on the odd occasion where we needed to provide temporary access, for example, to someone who didn't have access to a mobile device to set up Authenticator.

Any particular reason why this is missing?
