Send macOS system shortcuts not working in macvm guest

    Parallels 18.2, Ventura 13.2.1 on host and guest. Changing the settings under Shortcuts > macOS System Shortcuts > Send macOS system shortcuts has no effect; the host responds even if the guest is set to "always." Do I need to change a privacy or accessibility setting in the host System Settings for the Parallels Desktop app to make this work?
