Shortcut Keys deactivated in Windows (Alt+Tab, etc)

Something happened in my Windows environment recently and none of my shortcut key combinations work (ex. Alt+tab to switch btw applications, ctrl+tab to shift btw excel documents, etc.). Everything defaults to call up MS Outlook.

Any ideas what happened?

I am running Version Build 3214
