Show all apps without folders policy setting

For desktops it is benefical to show the aplications icons per folder.
But for mobile, it would be nice to be able to remove all folders and show all apps in the same list.
I'm aware I can do this "flat" icon list using the console, but this would apply to all clients. I want to see the folders on my start menu, but not on my mobile clients.
So I request a policy and client setting that allows the user to show all aplication icons in a flat hierarchy, without folders.
