SQL Developer installation setup doesn't start

Dear Community,

i have a problem to install the SQL Developer in Parallels on Windows 10. If I click on the setup icon, the installation setup doesn't start. Sometimes I see it for a half second, but I can't detect anything.
I disabled optimal for retina in the parallels settings, but it doesn't help.

Have someone an idea, what I could do? I look forward to any help.
 
I'm having this issue as well. What I've done:

1) Copied msvcr100.dll from jdk\jre\bin to sqldeveloper\bin

2) Changed product.conf file to point to Java PATH

3) Downloaded Java SE 8u251 and manually input path when prompted by sqldeveloper.exe

After trying all these when I try to run sqldeveloper.exe, absolutely nothing happens. No error, no nothing. Any help would be greatly appreciated!
