System.ini File Where is it?

I am trying to solve the Progman.exe load problem when installing Windows 98. One source suggested editing the system.ini file but I have been unable to locate which drive and directory it would be in. Any suggestions on where it might be located. Thanks.
 
If I remember correctly it should be in the root directory of the boot drive, i.e., C:\ where the autoexec.bat is also found.
