Taskbar Settings in Windows

I'm running Windows XP (Home Edition) on Paralells for Mac, build 1970 on a Macbook. I've been using Paralells for about a month and everything seems to be working as expected with the exception of one small, but annoying, issue. Everytime I start Windows on the VM, I lose my taskbar settings.

I want to disable the Language Bar and enable the Quick Launch Toolbar. I've changed the settings 10+ times, each time locking the toolbar after I make the changes. If I stop the VM and restart, the settings have reverted to the original settings when the Windows desktop appears. I'm a native Windows user of 10 years, so this should be a no-brainer.

Any suggestions?

Have you tried rebooting the VM after changing the settings? I know there are a few settings that Windows saves when he exits, so if you're stopping the VM, it might not have time to do so.
