If I have my users logging in via SSL , does the server still need to have Microsoft Terminal Services CALs for every concurrent user? Or does that only apply when connecting via the RDP ports?

you can choose if you want to have CALs per machine or per user.
but you MUST have a CAL for each user or machine.

yeahh, I don't like it too, but MS want's it so. Of course it's not a technical problem, but a legal one.
