The previous activation key has not been accepted by the license server

On my old computer I was running Parallels Desktop for Mac Pro Edition, the subscription is still valid.
I had originally purchased this as an upgrade for a Parallels Desktop 18 for Mac Standard Edition (permanent license).

I am now trying to install and Activate Parallels Desktop for Mac Pro version 19, but having issues:
- I select the Pro subscription key
- It is saying 'you have entered an upgrade key, please confirm with a key for the previous version
- When entering my original permanent Desktop 18 key I see the 'previous activation key has not been accepted by the license server
