If you need the issue fixed, I'd advise you to download a stable Windows 11 version by clicking the 'Get Windows from Microsoft' from the Installation Assistant Wizard: https://kb.parallels.com/en/125375 .

I found the couse.
In my Apple Mini 1, the content of the windows clipboard was moved to the Parallels Tools clipboard!
