Trackpad vertical scrolling fails in Windows 11 File Explorer and Task Manager

Hello,

I need help diagnosing two-finger trackpad scrolling in a Windows 11 ARM VM.

Environment:
- macOS 26.6.2 (25G83)
- Parallels Desktop 19.4.3 (54993), Standard Edition
- Parallels Tools reported as installed, version 19.4.3-54993
- Exact Windows build not yet verified
- Smart mouse optimization: Auto; Sticky mouse: Off; Smooth scrolling: On

Symptoms:
- Vertical two-finger scrolling works in Windows Settings.
- File Explorer does not scroll vertically; vertical gestures appear to move the file list horizontally instead.
- The issue persists in Details view after activating the Explorer window.
- Task Manager also does not scroll vertically with the trackpad.
- Hancom Hangeul previously had the issue too. Restarting Windows restored scrolling in Hangeul, but File Explorer still has the problem.

Checks already performed:
- Windows restarted using Start > Power > Restart.
- Control and Shift pressed and released separately; no improvement.
- Explorer switched from List to Details view; no improvement.
- Page Down and dragging the Explorer scrollbar work.
- Windows mouse settings show multiple-line scrolling, the lines-per-scroll slider at maximum, and inactive-window scrolling Off. The numeric line count has not been verified. Lowering the slider has not been completed, so its effect is unknown.

No root cause has been confirmed. Parallels Tools has not been reinstalled and no registry or VM configuration fix has been applied.

Is this a known trackpad issue or a compatibility limitation of Parallels 19.4.3 with this macOS version? Which diagnostic steps and supported remedy would you recommend? Please clarify whether an update is required.

Thank you.
