Trying to run Microsoft Phone Link in Windows 11 ARM

I followed https://kb.parallels.com/114686, and my phone is paired to my Windows, but it will not connect. Phone Link shows the phone as paired and connected (not sure if BlueTooth or WiFi). But the app will not connect. Now will the windows BlueTooth setting which shows the phone as paired, but unconnected. What am I doing wrong?

Apparently the phone is connected by WiFi. I turned it off on the phone, and the connection drops
