Unable to activate parallels desktop 18 with an upgrade key

Hi, I have trouble reactivating parallels desktop 18 on my new machine.
I entered the upgrade key(Parallels Desktop 18 for Mac Upgrade (Chinese Simplified only)) and the previous key(Parallels Desktop for Mac Standard (1 Year)), but it then says "The previous activation key has not been accepted by the license server", what goes wrong?
I'm sure the upgrade key was activated successfully on my old machine, and since I hadn't had any other purchase, the previous key can only be the one for 1 year subscription.

We can see that the license key is being used on a machine with macOS 14.5(23F79).
