Unable to install KB5028182 (2023-07 Cumulative Update for Windows 11 for arm64-based Systems)

    I'm running Windows 11 on Parallels 18.3.2 (53621). My host machine is a MacBook Pro M1 Max running macOS Monterey.
    When I try to install 2023-07 Cumulative Update for Windows 11 for arm64-based Systems (KB5028182), I get the following error message:
    "Install error - 0x800f0982"
    All other Windows updates seem to work fine. I've tried removing and then adding back the TPM Chip in Parallel's Windows 11 Settings (which I read about for troubleshooting an earlier KB release) but this doesn't seem to work either. All other Windows updates seem to install as expected.
    Does anyone know if this is a known issue and, if so, how to fix it?

    To use the built-in Windows Update troubleshooter, kindly follow the below steps:
    1. Press the Windows + R keys on your keyboard to open the Run dialog box.
    2. Now, type ms-settings:troubleshoot in it and press Enter. This will open the 'Troubleshooting' section of the Settings app.
    3. Locate 'Windows Update.'
    4. Click the 'Run the troubleshooter' button.
    5. Wait for the scan to complete and then follow the on-screen instructions.
    Reset the Windows Update Components

    If the error persists, kindly follow the below instructions to reset the Windows Update components to their original state, thus getting rid of any that might have become corrupted.
    1. Type cmd in the search field on the Taskbar.
    2. Either right-click the top result and select 'Run as administrator' or select the option from the list on the right. This will open an elevated Command Prompt window.
    3. Now, we have to stop the Windows Update components. Type the commands listed below one by one and press Enter after each:
    net stop wuauserv

    net stop cryptSvc

    net stop bits

    net stop msiserver

    4. To reset the components, type the following commands and press Enter after each one:
    net start wuauserv

    net start cryptSvc

    net start bits


    net start msiserver

    5. Restart the computer system and check if the Windows will now run without any interruptions.

    Try Force Installing the Update
    1. Right-click the Windows Start menu icon and select 'Windows Powershell (Admin)' from the available options.
    2. Type wuauclt.exe /UPDATENOW and press Enter on your keyboard to execute the command.
    3. Wait for the update to be installed and restart the PC system.

    I have the same problem.
    I am using a Mac Book Air with the ARM version of windows 11Home installed.
    For a long time now, I have been getting an error when updating Windows and I am unable to install the update KB5028182.
    The error code is 0x80071ab1.
