Unable to move client window to second monitor

When running an application published from a remote session host my users are unable to move the Parallels client window to second display. It will function just fine from the primary display maximized but once it is minimized it will not let them drag the window to a second monitor.

Anyone else have this issue? Client machines are running windows 10.

I suppose the behavior could be a result of one the following 2 settings:
1) "Use primary monitor only" checkbox is enabled in RAS client or RAS policies, applied to that client:

2) "Limit number of monitors" in GPO on client is set to 1 (Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Remote Session Environment)
