Unrestricted access to OS X drive when using Boot Camp?

I own Parallels and would like to install Windows with Boot Camp to allow me to boot entirely to Windows as needed.

Question:
When running Windows with Boot Camp, how do I get unrestricted access to files on my OS X drive? I suspect there are security issues, hard drive format issues, etc.. What are the principles constraining file access to the OS X drive?
