Upgrade from 9 to 10

So, I purchased Desktop 9 in June. I have therefore used it for about 2 1/2 months. So I receive not free upgrade but I have to pay full upgrade price after 2 1/2 months? Seriously?

It is not mandatory to upgrade Parallels Desktop version 9 to 10. Parallels Desktop 9 for Mac still exists and works fine.
