Upgrading to 4.0 - Vista / DPI Scaling Problem

Hello all --

I recently upgraded from 3.0 to 4.0 with no major issues, save for one - in Vista the DPI Scaling no longer seems to work. It doesn't seem to matter what resolution I'm running, I can't make text and icons larger. Has anyone else run into this problem?

Same behavior under XP.

The most of problem were fixed.

In post there are various instructions, how to fix problems.

Unfortunately 3540 did not fix this problem.
