I have installed Parallels 11 and Windows10 on my Mac. I have then installed genealogy programme Legacy Deluxe but cannot access it at all. All links are inactive. Help!

What happens when you try to launch the application ?
Do you get any specific error message ? If yes, can you share the screenshot of the error that you receive.
You can also try to uninstall the application once, Isolate Windows from Mac ( http://kb.parallels.com/112942 ) and reinstall the application again and check if that helps.
