Using proxy in Explorer...

Hi,
I'm trying to use proxy settings in Explorer but it doesn't seem to work.
When I verify on the site www.whatismyip.com it still shows my ip and it tell that there's possibly a proxy ip with my chosen proxy ip number.

Is it possible under Parallels desktop to surf under a proxy ip?

This is what I have recently tried: http://hotspotshield.com/
I have played around with it some. Seems to hide ip in windows IE8 while running under Mac osx.
