v4 and Windows Task Bar improper functioning

Due the v4 upgrade: if there is a new system start/boot the Task Bar needs to be re-configured. I have to manually set anew its properties that I want it to auto-hide and stay above applications.

How to fix that? This is something that never happened in v3.
