Visual Studio Horizontal Scroll issues on multiple windows

Using Visual Studio 2019 Community with Windows 10 on Parallels. When I open two files simultaneously that are large (so that I have vertical and horizontal scroll bars on both file windows) I'm unable to scroll horizontally on the right file using the trackpad or mouse wheel (side-by motion). When I click into the file and attempt to scroll left or right, it will scroll in the left file, instead. I have to scroll by clicking the scrollbar, interestingly vertical scrolling works just fine though.

I'm only using two finger swipes in this clip. Even restarting VS doesn't help, I have to exit and enter coherence or restart Windows. Can I please get help? It's very annoying and as you can see I rather rely on it, this is a work environment.
